Pruning of pampas grass

We moved house 2 months ago.  We have a huge pampas grass with the plumes of feathers still waving in the air.  I understand I should cut this right down around February.  Is this correct?  I think the previous owner never bothered to cut it down.  If it should be cut down, will it be smaller next year?  It does seem very big compared to our neighbour's pampas.

usual procedure is to cut back the grassy stems as much as you want in early Spring, but most importantly, removing old flower stems as deep from  the centre as you can, and pulling out all dead material from the centre of the plant. You will need tough clothing, thick gloves, and possibly safety glasses if you don't wear spectacles! It will still be huge by the end of the season and will want doing again yearly or biannually, up to you.
